De oorlog in Oekraïne duurt nu al bijna vier maanden en is nog lang niet afgelopen. Daar zijn defensie-experts het wel over eens. Toch kijken analisten nu al naar het mogelijke eindspel in deze oorlog. ‘Het hangt vooral af van Poetins eigen inschatting van hoe hij ervoor staat’, zegt defensiespecialist Peter Wijninga in BNR De Wereld.
‘De Russen slagen er zo langzamerhand in om de hele provincie Loehansk in te nemen. Het is een kwestie van tijd voordat Severodonetsk valt’, zegt Wijninga. According to the defense specialist, there are not many large cities around it to organize a very large battle. ‘There are quite a few cities with nodes, such as Slavyansk and Kramatorsk ., among others, but it looks like they will take it too because the Ukrainians are not able to defeat the Russians at the moment, and not in a short time, to drive back.”
"The Russians don't give up"
How long the Russians will continue is a big question, according to Wijninga. “They have recovered since the start of the operation when everything was still going wrong. They had to give up the siege of Kiev, Had to let go of Kharkov and after Odessa they couldn't push through. That all failed. But the Russians don't give up. We have seen that before in World War II, when they received a beating but have recovered considerably after that.’ According to Wijninga, the main focus is now on the conquest of the Donbas. ‘Not only in Luhansk . province, but also on the Donetsk province itself. Then they have the Donbas in their hands and the first declared major objective of the operation in their hands. And then there comes a point where they might say: we continue or we stop.”
Long-cherished wish
Maybe the Russians still want to focus on Odessa. "Odessa is Putin's long-cherished wish". (…) That Odessa is on his wish list, can I imagine from his point of view. The only question is whether it is feasible.’ Een ander scenario is volgens Wijninga proberen vanuit de Donbas meer richting de rivier Dnipro op te sturen. Daarmee zouden ze dan het hele gebied bij Zaporizja in handen kunnen krijgen. ‘Het ligt eraan hoe zeker Poetin zich voelt over de kans van succes van zo’n doorstootoperatie. Het is tot nu toe moeizaam gegaan, het heeft heel veel mensenlevens en materieel gekost, dus het is de vraag of hij het zelf ook verstandig vindt om door te zetten, of dat hij zegt: dit was mijn belangrijkste doel, we hebben de Donbas, de zuidflank en de landbrug naar de Krim, ik ben tevreden en ik heb gewonnen.’
Uitweg
Moeten we, zoals veel diplomaten zeggen, Poetin een uitweg blijven bieden? ‘We moeten het vooral niet zeggen’, vindt Wijninga. ‘Dat klinkt misschien raar, maar al die publieke kreten van Macron en Kissinger beperken de onderhandelingsruimte van Zelenski en zijn regering. En vergroten die juist van Poetin. Je kan misschien stellen dat het verstandig is om het oostelijke gebied van de Donbas op te geven, but that has to be Zelensky's decision.' According to Wijninga, politics should be quiet and leave it to Zelenski. By doing this, he says, we will not let the Ukrainians fall, but we must continue to support Ukraine wholeheartedly and in word and deed. How? “We need more heavy weapons heading that way.”
Putin's estimate
How long will the war last, Wijninga doesn't know either. "It could take a very long time", but can also just end. Dat ligt met name aan Poetins inschatting van hoe hij ervoor staat en in hoeverre hij daar een reëel beeld van heeft. We weten nog steeds niet of hij alles leest en goed wordt geïnformeerd, maar als hij inziet dat hij nu een kans heeft om te zeggen dat hij ‘geslaagd is’, is dat misschien voor hem voldoende om een overwinning uit te roepen. Maar hij kan ook zeggen dat er een wapenstilstand komt, dat ze gaan onderhandelen en blijven doorschieten.’
